EMERGENCY ASSISTANCE TEAM BACKGROUND
The Emergency Assistance Team (EAT-BURMA) is working
at the grassroots level to provide aid and assistance to the
people affected by Cyclone Nargis in the Irrawaddy and Rangoon
division areas. Since May 2-3, 2008, the number of people
displaced or otherwise affected has been estimated at around
2.4 million. EAT was established on May 6, 2008 through the
collaboration of several Burmese community-based organisations
on the Thai-Burma border. EAT is working with networks of
local organisations and concerned individuals in Burma to
get food, water, shelter, clothing, health services and rehabilitation
to those most in need. This is provided by working directly
with the affected communities who are not receiving aid or
not receiving sufficient aid from the military regime or international
humanitarian operations.
Each relief team on the ground develops their own larger
team to work together with the EAT team. This means that although
directly EAT has 44 teams of 2-5 people, each of those teams
may be working with a much larger team or group of teams.
The organisations who formed EAT-Burma have years of experience
working to provide health and education services, training
in human rights, health, education, women's rights, leadership
skills and responding to emergencies. All of the EAT-Burma
organisations usually work in the very adverse conditions
in the ethnic border areas of Burma. Because of the long-standing
restrictions and neglect of the Burmese regime, these organisations
have been providing humanitarian assistance in these areas
without the support or approval of the military regime for
over twenty years. EAT Burma teams are using strategies developed
over the years to extend its work into the cyclone-affected
communities.
OBJECTIVES
The objectives of the EAT Burma team is as follows:
To provide immediate aid and assistance to survivors of
Cyclone Nargis, particularly in areas affected the most
from the Cyclone.
To advocate for local and international community funding
and direct assistance for the benefit of the survivors of
Cyclone Nargis.
To collect information from and conduct needs assessments
of the communities affected by Cyclone Nargis.
To promote and participate in the rehabilitation process
for community rebuilding in areas affected by Cyclone Nargis.
PRINCIPLES
The principles agreed to by EAT members are as follows:
All aid and assistance provided are based on humanitarian
needs.
No discrimination is allowed, particularly with reference
to those based on race, ethnicity, religion, or gender.
All aid and assistance programs must be based on and involve
community participation.
Wherever possible, local resources must be used in order
to facilitate sustainable development.
All personnel and coordinating organizations must adhere
to the principles of accountability and transparency.
All personnel and coordinating organizations should avoid
inciting conflict between peoples.
Activities pursued by EAT teams should in no way harm
or injure communities.
Activities pursued by EAT teams should be conducted in
collaboration with other community groups such as women’s
groups, youth groups, and religious groups wherever and
whenever possible.
